    The typical kit made in California by Amped Bikes includes:
    1. Double walled Aluminum rim with Heavy 12 gauge spokes complete with 500W-750W brush-less motor . (14 lbs)
    2. Microprocessor controlled brush-less speed controller 22A 35A max.
    3. Spare Grips
    4. Brakes with motor cutoff switch.
    5. Optional Heavy Duty Battery + bag with pre-wired 36V 12AH SLA battery and mini charger that fits in the top of the bag so that you can charge on the go.
    6. Universal heavy duty rear rack.

    Compare that to new off the shelf ebike's priced over $2,200

    CA DMV requires you to be 16+ yrs old with a bike helmet and the bike you provide to me must meet government safety standards.  You don't need a drivers license but you can still get pulled over and ticketed for breaking the law.
